In April 2022, soon after Russia invaded Ukraine, two men arrived at the library of the University of Tartu, Estonia’s second-largest city. They told the librarians they were Ukrainians fleeing war and asked to consult 19th-century first editions of works by Alexander Pushkin, Russia’s national poet, and Nikolai Gogol. Police are now investigating what they believe is a vast, coordinated series of thefts of rare 19th-century Russian books — primarily first and early editions of Pushkin — from libraries across Europe. Since 2022, more than 170 books valued at more than $2.6 million, according to Europol, have vanished from the National Library of Latvia in Riga, Vilnius University Library, the State Library of Berlin, the Bavarian State Library in Munich, the National Library of Finland in Helsinki, the National Library of France, university libraries in Paris, Lyon and Geneva, and from the Czech Republic. The University of Warsaw library was hardest hit, with 78 books gone.

CNN —The United States imposed sanctions on more than a dozen companies in China and Hong Kong for their support of Russia’s war in Ukraine as part of a tranche of nearly 300 new sanctions unveiled Wednesday. “The almost 300 targets being sanctioned by both Treasury and the Department of State include sanctions on dozens of actors that have enabled Russia to acquire desperately needed technology and equipment from abroad,” the Treasury Department said in a news release. The sanctions also hit targets within Russia, as well as Azerbaijan, Belgium, Slovakia, Turkey and the United Arab Emirates. The sanctions are aimed at cracking down on sanctions evasion and support for Russia’s military-industrial base and its biological and chemical weapons programs. The Treasury Department also targeted those involved in providing precursor materials to Russia used in explosives.

The United States and China may be at odds these days over Russia’s war in Ukraine, cheap Chinese exports, tensions with Taiwan and matters of human rights. But when it comes to giant pandas, diplomacy is back. The Ministry of Foreign Affairs in China confirmed this week that two giant pandas — Yun Chuan and Xin Bao — would be sent from the China Conservation and Research Center to the San Diego Zoo. The zoo has a longstanding partnership with China on panda conservation research, and a ministry spokesman said the upcoming exchange would focus on prevention and treatment of major diseases and habitat protection. It is not clear when the new pandas will arrive, but the agreement should allay concerns that the recent tensions between the United States and China would threaten the beloved tradition of panda diplomacy.

CNN —A Russian court has placed Forbes journalist Sergey Mingazov under house arrest after he was detained for allegedly spreading fake news about the Russian armed forces, the Russian state news agency RIA Novosti has reported. Forbes Russia says its journalist will be under house arrest for at least two months as he awaits trial after being detained on Friday. The nearly two-hour speech reflected Mr. Macron’s conviction that only a reinforced and “sovereign” European Union — a “Europe power,” as he puts it — can save the continent from strategic irrelevancy in an unstable world that is dominated by the United States and China and confronting wars in Europe and the Middle East. “We must be lucid about the fact that our Europe is mortal,” Mr. Macron declared before an audience of government ministers, European ambassadors and other dignitaries. “It can die. Then, Mr. Macron discussed the future of Europe and the European Union as a young, recently elected and disruptive president still enjoying a political honeymoon.

CNN —Russian Deputy Defense Minister Timur Ivanov appeared in a Moscow court Wednesday after he was detained for allegedly taking a bribe, Russia’s Investigative Committee said. Ivanov is suspected of accepting a bribe of 1 million rubles (at least $10,800), Russian state media TASS reported, and faces up to 15 years in prison if convicted. Video released by Russian state news agency RIA Novosti showed Ivanov standing in a glass box in the Moscow courtroom. The deputy defense minister has been seen as a senior architect of Russia’s invasion of Ukraine, becoming the subject of European Union and US sanctions. Ivanov, pictured at a Moscow court on April 24, could face up to 15 years for allegations of bribery.
